Signal of the Day: The FTC has launched a formal, legally binding investigation into OpenAI, Anthropic, and other leading AI labs — issuing document demands and executive testimony orders — on the same day those labs signed the White House's voluntary "Joint Commitment on Frontier Responsibilities."
The 30-Second Read:
FTC issues legally binding document demands and executive testimony orders to OpenAI, Anthropic, and peers over consumer protection violations
Meta claimed $3.9 billion in R&D tax credits in 2025 alone by classifying production-scale AI data centers as experimental pilot models
Zhipu's open-weight GLM-5.3 Flash assembled a working Chrome exploit for $20.40, with unlocked versions already circulating publicly
DeepSeek ships TileLang open-source tooling for Huawei's Ascend chips, targeting CUDA's dominance as China's primary software bottleneck
The same AI executives who flew to Washington to sign a self-governance pledge now face compulsory federal disclosure — a structural contradiction that frames the day's entire news cycle. Beneath that tension, a $3.9 billion tax maneuver and a $20.40 cyberattack kit illustrate the range of financial and security externalities the probe will need to address.
AI & Research Frontier
Zhipu's GLM-5.3 Flash produced a reliable Chrome exploit for $20.40, making frontier-grade cyberoffense accessible at commodity pricing.
Anthropic's disclosure — corroborated by the U.S. government's CAISI — is not a theoretical warning: the Flash variant's safeguards are removable and stripped versions are already in public circulation. At $20.40 per attack chain, the cost barrier that previously limited sophisticated exploit development to well-resourced actors has effectively collapsed.
DeepSeek and compounded this picture on the supply side, releasing TileLang — a programming language designed to abstract above Nvidia's CUDA — as open-source tooling for the Ascend chip architecture. The move addresses what Chinese AI developers have identified as their primary constraint: not silicon, but the software stack needed to extract competitive performance from domestic hardware. If TileLang achieves meaningful developer adoption, it reduces China's AI build dependence on Nvidia toolchains without requiring chip-level parity.
Meta classifies its AI data centers as "pilot models" and Nvidia chips as experimental materials to save billions in federal taxes. In 2025 alone, that added up to $3.9 billion. The tax credit dates back to 1981, and even Meta's own accountants see the strategy as legally risky, the New York Times reports. Zuckerberg himself said in January 2025 that these data centers, now framed as experimental, would "drive our core products and business."

AI labs signed a voluntary federal safety pledge within hours of the FTC announcing mandatory document production orders against those same signatories.
The "Joint Commitment on Frontier Responsibilities," signed by Google, Anthropic, Meta, OpenAI, SpaceXAI, and Nvidia, commits participants to self-developed safety standards with no independent enforcement mechanism. The FTC's parallel action — legally binding subpoenas covering consumer protection violations — imposes external compulsion that the voluntary framework explicitly avoids. The two actions are not complementary; they establish competing oversight architectures simultaneously.
Reddit's dual moves this quarter quantify the AI scraping burden on platform operators: the company is terminating RSS feed access and restricting Old Reddit to logged-in users with six months of prior activity, explicitly citing AI bot traffic as the driver.
Reddit has not disclosed the volume of automated requests prompting the change, but the access restrictions represent a structural narrowing of the open web's training-data surface — a second-order constraint on future model development that accrues gradually and without a single measurable price signal.
Markets & Capital Flows
Kalshi prediction markets now assign high odds to an Anthropic IPO announcement before year-end 2026, even as the company's own prospectus warns its models could be dangerous.
This continues the running storyline: Anthropic's $8 billion operating loss and the IPO prospectus's explicit safety risk disclosures have not suppressed market appetite — they have apparently priced in risk and moved on. The FTC probe, however, introduces a new variable. Compulsory document production and executive testimony in an active consumer protection investigation create material disclosure obligations that could affect IPO timing, valuation, and underwriter risk appetite.
The Senate failed to advance two separate proposals — a member stock trading ban and a data center utility cost bill — before the election recess, leaving both regulatory gaps intact. The data center bill's failure is directly relevant to the ongoing 400MW build cycle: without federal intervention on utility rate structures, data center operators continue absorbing power cost increases into project economics already stressed by high long-term financing rates.
Stellantis reconfirmed its 2026 guidance and cash-flow-positive target for 2027, but shares hit a new low Wednesday — a market signal that guidance credibility, not the guidance itself, is the operative variable for investors at this stage of the automaker's turnaround.
Critical Minerals & Supply Chain
Sibanye-Stillwater ratified a new labor agreement at East Boulder carrying a 4.5% first-year wage increase, but strikes continue at Stillwater East — keeping palladium and platinum group metal (PGM) output from its Montana operations partially disrupted.
The East Boulder settlement, retroactive to August 1 and running through July 31, 2029, locks in a multi-year cost structure at above-CPI rates in years two and three. Stillwater East's ongoing stoppage means the Montana complex is not yet producing at full capacity, a supply constraint that persists into Q4 2026.
Epiroc separately won a large underground equipment order from Sibanye-Stillwater for the Siphumelele shaft at Rustenburg, South Africa — indicating capital commitment to PGM output expansion even as labor disputes cloud near-term production.
Kropz plans to expand Nanophos production capacity at its Elandsfontein site in the Western Cape to 180,000 tonnes per year, targeting South Africa's domestic phosphate market. No timeline for capacity completion was specified. The minerals section today carries no REE-specific price movements or policy actions of direct consequence to AI or defense end-markets.
The Interconnect: Cross-Sector Causal Chains
→Meta classifies $3.9B in 2025 AI data center capex as experimental R&D under a 1981 tax credit → reduces effective infrastructure cost basis, inflating after-tax returns on AI build programs → FTC consumer protection probe now intersects with an IRS-risk accounting strategy that Meta's own auditors flagged as legally vulnerable reported
→FTC issues legally binding document demands to OpenAI and Anthropic → creates mandatory disclosure obligations covering product risks, safety incidents, and consumer harm data → Anthropic IPO timeline faces new material uncertainty as compulsory pre-IPO disclosures overlap with prospectus preparation reported
→Zhipu GLM-5.3 Flash produces functional Chrome exploits at $20.40 per chain, with unlocked versions circulating publicly → lowers cyberattack cost floor to commodity levels → FTC consumer protection probe gains a concrete, quantified harm vector that regulators can anchor enforcement actions to reported

Reddit is ending support for RSS feeds, as the company continues tightening access to its trove of user-generated content.
Two separate proposals to ban member stock trading while in office and address data center-related utility costs failed Wednesday amid Democratic opposition.
NYSE- and JSE-listed precious metals miner Sibanye-Stillwater's workforce has successfully ratified a new collective bargaining agreement at the East Boulder mine in Montana, in the US, effective retroactively from August 1 this year to July 31, 2029, with the United Steel Workers International Union (USW).
The new agreement provides a wage increase of 4.5% in year one and the greater of 3.5% or consumer price index (CPI) in year two and the greater of 3% or CPI in year three of the agreement.
The FTC is formally investigating OpenAI, Anthropic, and other leading AI labs over potential consumer protection violations. The agency plans to force document handovers and executive testimony through legally binding demands. The probe was already underway before the Hugging Face hack and goes well beyond the FTC's earlier push to hold companies liable for their agents' behavior.

Reddit is further limiting who can use the "Old Reddit" experience as part of its efforts to combat scraping and automated traffic. Reddit recently started forcing users to log in to be able to use Old Reddit, but in the "next few months," the company says that you'll have to be logged in and have used Old Reddit in the six months from when the change rolls out to be able to continue browsing the platform with the classic experience.
Reddit says the six-month window covers "the vast majority of all Old Reddit users." The announcement didn't go into detail, but it's clearly aimed at blocking not just new account creation for bots, but also …

Loucas Pouroulis, the founder of Johannesburg- and London-listed mining and metals group Tharisa will, from October 1, become founding chairperson emeritus of the company, while Carol Bell will succeed him as chairperson. Tharisa points out that Pouroulis has worked in the South African mining sector for more than six decades and that his contribution to the chrome sector was recognised when he received the Lifetime Award at the 2019 South African Chrome Industry Dinner and Awards Ceremony.
Able to defeat top-ranked human players and more efficient than other models, the new system could help decision-makers in military maneuvers or business negotiations.
South Africa needs stronger collaboration between researchers, industry, government and other stakeholders to ensure scientific research is translated into commercially viable solutions for the mining industry and the broader economy, speakers said at the Mintek-Sci research roundtable, held on September 29 in Johannesburg. The need to strengthen this collaboration was a key theme highlighted at the first session of the research roundtable, titled “The Quadruple Helix in Science: Solving the Mineral Problems of the Future”, moderated by Mintek senior engineer Gertrude Marape.
Deepseek and Huawei have built open-source programming tools for Huawei's Ascend AI chips. At the center is TileLang, a language designed to offer a simpler programming model than Nvidia's CUDA. The partnership targets the biggest obstacle for China's AI industry, which is software that gets the most out of domestic chips.

Amazon deliveries could soon come with a new catch: the delivery driver's smart glasses will be snapping photos of anything they see while they're in use, including people and private property. Bloomberg reports that the glasses could take "several thousand captures in a single driver's typical shift," which Amazon plans to upload to its AI Wellspring platform. When asked if customers will be able to opt-out of this, Amazon's Viraj Chatterjee told Bloomberg, "We haven't thought about that."
Chatterjee claimed Amazon's only using the data from the glasses to "enhance the delivery process," adding, "The intent has never been stuff like surve …

Zhipu's open-weight model GLM-5.3 writes cyber exploits nearly as well as Claude Mythos Preview, according to Anthropic. Its smaller Flash variant put together a reliable Chrome attack for just $20.40 at Zhipu's API prices. The model's safeguards are easy to strip out, and unlocked versions are already circulating. Anthropic has its own reasons to sound the alarm, but the US agency CAISI backs up the findings.

After hosting a meal with Big Tech leaders on Tuesday, President Donald Trump responded to journalist questions about his artificial intelligence announcements in typical fashion. He said his previous claims regarding fears around AI safety being a "hoax" cooked up by Democrats no longer apply now that he's renamed the technology to "Super Intelligence." He brushed off concerns that the government wasn't enforcing enough AI guardrails because US companies are "dominating China."
And instead of ushering in federal AI regulations, Trump now has "the smartest people in the world watching over each other."
The people in question here are Goog …
